This comes from the different approach of data measuring and data sources. Newzoo is relying on their estimations, while Video Games Europe is using GSD data and sales reports. In first case there might be a mistake because of the wrong modelling, in second case, not all sources are being tracked (for example, Nintendo is not sharing digital sales data).
What strikes me a bit here is the absolute number for 2022 revenues which is almost the same for both sources, however, their 2021 figure are different, maybe for the reasons you mentionned...
However, this being said, each source draws a completely different picture for the EU market in 2022 (progression vs regression).
Side note: I've just read your last NL about Star Rail, tricky situation for Hoyoverse about the canniblization effect. I've juste noticed their clever move to add a paid preorder for the upcoming PS5 release (we are talking here about a F2P game :))
I think that to get a clear picture, we need to compare Newzoo & VGE data face to face, and we do not have such an option, unfortunately.
As for the Star Rail - that's interesting to see how they'll handle it out. It might be a long-term play (overall LTV of Star Rail is projected to be higher than in Genshin Impact). Paid pre-order is funny, yeah, however - that's not unique at all for F2P titles. That's like a VIP packages, many games has it.

I have one question for you:
- it is mentioned in the Newzoo report that the EU Console + PC (2022 vs 2021) is in decrease of -2.9%.
- however, the information shared by Video Games Europe draws a different perspective with a video game EU market in progression of 5% (2022 vs 2021) (source: slide 15 : https://www.videogameseurope.eu/wp-content/uploads/2023/08/Video-Games-Europe_Key-Facts-2022_FINAL.pdf)
Any idea where the delta is coming from ?
